Massachusetts Fiscal Alliance announced that the state's delay of its electric vehicle (EV) mandate was a win for working people. The announcement was made on X on April 14.
The Massachusetts Department of Environmental Protection (MassDEP) recently declared a postponement in enforcing the state’s Advanced Clean Trucks (ACT) regulation. This regulation mandates an increase in sales of zero-emission medium- and heavy-duty trucks. The decision to delay follows substantial opposition from manufacturers, local governments, and business groups, who have expressed concerns regarding cost, supply chain readiness, and infrastructure limitations. Although the rule remains in place, the state has allowed a two-year period of enforcement discretion for Model Years 2025 and 2026 to facilitate a smoother transition.
The Massachusetts Fiscal Alliance said that the mandate would lead to increased costs and reduced options for working-class residents. Trade groups, including truck dealerships and municipal representatives, have also voiced concerns about the feasibility and economic impact of the policy. Despite these challenges, the state maintains its long-term commitment to electrification and climate targets aligned with national and regional policies.
According to Mass.gov, Massachusetts adopted the ACT rule in December 2022, joining ten other states in requiring manufacturers to gradually increase sales of zero-emission trucks. Transportation accounts for approximately 25% of the state’s greenhouse gas emissions, with heavy-duty vehicles significantly contributing to urban air pollution. The ACT rule is projected to reduce nitrogen oxides by 60% and particulate matter by 50% from trucks by 2050.

She is also a founder and General Partner of OARS Enterprises, L.L.C., a property management company established in 1996. On September 27, 2023, Sullivan was elected Chair of the Massachusetts Fiscal Alliance by unanimous decision of the board.
