Rep. Seth Moulton, U.S. Congressman representing Massachusetts’ 6th district since 2015, publicly criticized former President Donald Trump’s decision to allow NVIDIA to sell its advanced H200 chips to China in a series of tweets posted on December 9, 2025.

In his first post, Moulton stated: “What does this mean? Trump is giving China a huge boost to develop frontier AI models and deploy them widely, competing with U.S. AI and cloud data companies everywhere.” (December 9, 2025).

He continued by referencing the Department of Justice under Trump’s administration: “Trump’s own DOJ has called these chips ‘building blocks of AI superiority’. China’s manufacturing delays means that it would only reach 1-2% of U.S. production in 2026 without these chips.

We are giving China advanced AI compute it would not have otherwise.” (December 9, 2025).

In another tweet from the same date, Moulton wrote: “Trump’s decision to allow NVIDIA to sell its powerful H200 chips to China is a disastrous decision that could cede the race in AI to China permanently.

Trump is folding to Xi again, and getting very little in return. The impact could be devastating, and here’s why:”

Seth Moulton has served as a member of Congress since succeeding John F. Tierney in 2015 and previously held office in the Massachusetts House of Representatives. Born in Salem, Massachusetts in 1978, he currently resides there and holds degrees from Harvard University and Harvard Business School.
