The new bill authored by U.S. Rep. Stephen F. Lynch in the U.S. House aims to modernize the Defense Production Act by addressing emerging technologies and improving national defense coordination, according to the U.S. Congress.

H.R.8053 was introduced on March 24, 2026 during the 2026 regular session of the 119th Congress. The following is our breakdown, based on the actual bill text, and may include interpretation to clarify its provisions.

In essence, this bill amends the Defense Production Act of 1950 to update the requirements for the Defense Production Act Committee, including the creation of a Subcommittee on Emerging Technology. The new subcommittee will be tasked with analyzing the impact of covered technologies—such as artificial intelligence, biotechnology, cryptography, materials science, semiconductors, and space—on national defense and their potential for improving efficiency and innovation across industries. Additionally, the subcommittee is required to report to Congress within 18 months on the feasibility of establishing a strategic reserve of critical biomanufacturing resources vital for national defense. These modifications aim to enhance coordination among member agencies regarding defense production needs.

The bill was introduced only by Rep. Stephen F. Lynch (Democrat-MA-8th District).

Since the beginning of the current session, Rep. Lynch has introduced another eight bills.

Congressional bills can originate in either the U.S. House of Representatives or the U.S. Senate, except for revenue-related measures, which must begin in the House. After introduction, bills are assigned to committees for review, hearings, amendments and debate before they can advance to a vote in each chamber. If both chambers approve identical versions, the legislation is sent to the president, who may sign it into law or veto it. Congress operates in two-year terms, with each term numbered sequentially and divided into two annual sessions. The legislative process and official bill records are maintained by the U.S. Congress and published through Congress.gov.
