Legislation introduced by Representative Mark Cusack, who serves as House Chair of the Joint Committee on Telecommunications, Utilities, and Energy, seeks to address energy affordability in Massachusetts. The proposed bill would change the state’s 2030 carbon emissions reduction mandate from a binding requirement to an advisory goal. This adjustment is intended to give policymakers more flexibility and help avoid significant increases in energy costs for consumers.
Unlike previous energy laws, this proposal introduces a competitiveness and affordability standard. The goal is to prevent negative impacts on both the availability and pricing of energy within the state. According to recent data, about 25% of ratepayers’ bills are currently attributed to 15 different green energy programs established by the state.
