Massachusetts bill proposes shift in carbon emissions target for energy affordability

Legislation introduced by Representative Mark Cusack, who serves as House Chair of the Joint Committee on Telecommunications, Utilities, and Energy, seeks to address energy affordability in Massachusetts. The proposed bill would change the state’s 2030 carbon emissions reduction mandate from a binding requirement to an advisory goal. This adjustment is intended to give policymakers more flexibility and help avoid significant increases in energy costs for consumers.

Unlike previous energy laws, this proposal introduces a competitiveness and affordability standard. The goal is to prevent negative impacts on both the availability and pricing of energy within the state. According to recent data, about 25% of ratepayers’ bills are currently attributed to 15 different green energy programs established by the state.

The National Federation of Independent Business (NFIB) stated that it will continue monitoring developments related to this legislation. “NFIB will continue to provide updates on this very important piece of legislation that is taking a more practical and balanced approach to state environmental policy and its impact on energy prices for residents and small businesses.”
