Congressmen Brett Guthrie and Gus Bilirakis have announced a subcommittee hearing titled “AI Regulation and the Future of US Leadership.” The event, organized by the House Committee on Energy and Commerce, will focus on creating a regulatory environment that supports innovation in artificial intelligence (AI).
“Burdensome and conflicting AI legislation stifles innovation and undermines the success of entrepreneurs. Europe is seeing the effects of their heavy-handed regulations, as they continue to fall further behind on cutting-edge technologies,” said Chairmen Guthrie and Bilirakis. They emphasized the importance of fostering an agenda that encourages AI development domestically while supporting U.S. leadership internationally.
The hearing is scheduled for Wednesday, May 21, 2025, at 10:15 AM ET in the Rayburn House Office Building. It will be open to both the public and press, with live streaming available online.
Marc Bhargava, Managing Director at General Catalyst, will provide testimony advocating for a balanced U.S. AI policy. He recommends avoiding state-by-state laws to maintain competitiveness against China and embedding transparency and ethical standards early in AI development. Bhargava stresses the need for collaborative governance involving industry, academia, and civil society.
“A national AI framework must enable innovation, protect rights, and reflect American ingenuity—or we risk ceding the future,” Bhargava remarked.
Bhargava’s core recommendations include codifying federal rules to avoid overregulation that could drive innovation offshore while ensuring necessary guardrails are in place to maintain public trust. He also calls for expanding public-private R&D partnerships to strengthen global leadership aligned with democratic values.
