Energy policy discussions have returned to Beacon Hill as Massachusetts faces rising energy bills during the winter. The House is scheduled to meet this week to discuss new legislation aimed at addressing these costs. In a recent move, Governor Healey announced that the implementation of the state’s clean heat standard will be delayed from 2026 to 2028.
The clean heat standard was created to help Massachusetts reduce carbon emissions by encouraging a shift away from fossil fuels toward electrification. The National Federation of Independent Business (NFIB) has opposed proposals for such a standard, arguing that it would increase costs for heating fuels like oil, gas, and propane.
According to an independent analysis, the Massachusetts clean heat standard could add as much as $450 per year to household expenses. In Vermont, where a similar policy was considered, state officials estimated it could raise heating fuel prices by about 70 cents per gallon, though some critics believe this figure is underestimated.
The delay in implementing the clean heat standard means that residents and businesses in Massachusetts will not see additional increases in their heating bills for now. However, opponents of the policy emphasize that this is only a temporary measure and are calling for further action to prevent the proposal from taking effect in 2028.
“NFIB opposed various proposals calling for a clean heat standard because it adds cost to various types of heating fuels (oil, gas, propane, etc.),” said an NFIB representative.
“For the time being, the delay will prevent further increases on heating bills for Massachusetts residents and businesses. But it is important to remember this is only a delay and will require additional pressure on Beacon Hill to permanently shelve this costly proposal before it goes into effect in 2028,” added another statement from NFIB.
