FOIA Request to University of Massachusetts-Lowell regarding Public University FY 2024 Employee Salaries on December 5, 2025.

Bay State News has submitted a Freedom of Information Act (FOIA) request to the University of Massachusetts-Lowell seeking detailed records on employee compensation for the fiscal year 2024. The request was made under the Massachusetts Public Records Act § 66-10 et seq., with a preference for receiving the information in electronic format.

The requested records pertain to all individuals employed by the university during Fiscal Year 2024, which is generally defined as spanning from September 2024 through July 2025. However, if the university uses different fiscal-year boundaries, Bay State News has asked that records be produced according to the university’s official definitions and that these date ranges be indicated in their response.

Specifically, Bay State News seeks data fields including but not limited to: Fiscal Year, Employee Name, Gender (if recorded), Age or Year of Birth (if not exempt), Date of Birth (if not exempt or limited to month/year), Employer Name, Title or Position, Department, Hire Date, Compensation Amount (base pay and any additional pay), Compensation Type (e.g., salary, hourly, stipend, bonus), and Employment Type (full-time or part-time).

The news organization acknowledges that not all fields may exist in every record and requests the production of all responsive records regardless of field presence. If any portion of a record is deemed exempt from disclosure, they have requested that non-exempt portions be released in redacted form rather than withheld entirely.

As members of the media committed to transparency and accountability in public institutions, Bay State News believes they are eligible for a fee waiver. They emphasize their role in gathering and reporting news as essential for fulfilling professional responsibilities and providing transparency to the public.

The requestor is affiliated with The Coalition Opposing Governmental Secrecy, a non-profit organization assisting media companies and advocacy groups in investigating governmental agencies through FOIA requests. More information about this coalition can be found at https://stopsecrecy.org/about/.
