A Dominican national living unlawfully in Lawrence, Massachusetts, has been sentenced in federal court for distributing fentanyl. Hector Santana Guzman, also known as “DJ Black,” 34, received a sentence of 30 months in prison followed by three years of supervised release. Upon completion of his sentence, he will face deportation proceedings.
Santana Guzman pleaded guilty in September 2025 to two counts related to the distribution and possession with intent to distribute fentanyl. The charges stem from an investigation into the transnational criminal organization known as the 18th Street Gang. According to authorities, Santana Guzman met with a cooperating witness on two occasions in June 2024 to sell fentanyl—first selling approximately 50 grams on June 6 and then about 70 grams on June 25.
The sentencing was announced by United States Attorney Leah B. Foley; Ted E. Docks, Special Agent in Charge of the Federal Bureau of Investigation’s Boston Division; and Thomas Greco, Special Agent in Charge of the Bureau of Alcohol, Tobacco, Firearms & Explosives. They acknowledged support from several agencies including the Massachusetts State Police; U.S. Immigration and Customs Enforcement’s Enforcement and Removal Operations; district attorney’s offices from Suffolk and Middlesex counties; and police departments from Boston, Chelsea, Everett, Falmouth, Lynn, Medford, Nantucket and Revere. Assistant U.S. Attorney Fred M. Wyshak III prosecuted the case.
“This case is part of the Homeland Security Task Force (HSTF) initiative established by Executive Order 14159, Protecting the American People Against Invasion,” officials stated. “The HSTF is a whole-of-government partnership dedicated to eliminating criminal cartels, foreign gangs, transnational criminal organizations, and human smuggling and trafficking rings operating in the United States and abroad.”
Authorities explained that HSTF Boston includes agents from multiple federal agencies along with state and local law enforcement partners under leadership from the United States Attorney’s Office for the District of Massachusetts.
